Haryana Launches Skill Initiative to Employ 1 Lakh Youth
On June 3, 2025, Haryana Chief Minister Nayab Singh Saini unveiled the New Skill Haryana Scheme, a transformative initiative designed to skill and employ 1 lakh youth by 2030. With a budget allocation of ₹1,500 crore, the scheme aims to address the state’s skill gap by providing vocational training tailored to industry needs. The scheme, administered by the Haryana Skill Development Mission (HSDM), integrates efforts across multiple departments to deliver over 100 courses spanning 20 sectors, including information technology, manufacturing, healthcare, and emerging fields like drone technology and artificial intelligence. Training programs under schemes like SURYA, SAKSHAM, and PMKVY will be expanded, with a focus on practical, hands-on learning. The government has partnered with 500 top companies, including tech giants and manufacturing firms, to ensure job placements for trained youth.
State industry minister Rao Narbir Singh emphasized that the initiative prioritizes empowering youth to become job creators rather than job seekers. “We are equipping our youth with cutting-edge skills to meet global demands. By 2030, we aim to make Haryana a hub for skilled professionals,” he said. The scheme includes provisions for internships, offering a monthly stipend of ₹10,000 to 2,000 final-year graduate and postgraduate students under the Mukhyamantri Yuva Kaushal Samman Yojana.
To enhance employability, the scheme will upgrade 50 Industrial Training Institutes (ITIs) across the state, introducing modern curricula aligned with industry standards. Five National Centres of Excellence for skilling will also be established, leveraging global expertise to train youth for “Make for India, Make for the World” manufacturing. Additionally, the initiative will provide interest-free loans of up to ₹3 lakh to encourage entrepreneurship, particularly in rural areas.
The scheme also focuses on inclusivity, with targeted programs for women and differently-abled individuals. Under the Drone Didi initiative, 5,000 women will receive training in drone operations, supported by an 80% subsidy on equipment costs. A dedicated skill development center for differently-abled youth has been launched in Gurugram, with plans to replicate it in other districts.
HSDM Mission Director Capt. Manoj Kumar highlighted the scheme’s alignment with national goals. “By collaborating with industries and aligning with the National Education Policy 2020, we are ensuring our youth are ready for the future job market,” he said. The scheme also introduces the Mukhyamantri Kaushal Padak Samman Vijeta to recognize outstanding trainees, offering awards of up to ₹1 lakh to motivate skill development.
Since 2015, HSDM has trained over 5 lakh youth, with 1.71 lakh securing government jobs on merit. The new scheme builds on this foundation, aiming to create 3 lakh permanent jobs by 2030, as announced by CM Saini in November 2024. The government’s focus on merit-based recruitment and skill development has been lauded for eliminating nepotism and fostering transparency.
Industry experts have welcomed the initiative but stressed the need for robust implementation. “The success of this scheme depends on continuous industry-academia collaboration and regular curriculum updates,” said Raghav Gupta, Managing Director of Coursera India.
